Home Electrification and Appliance Rebates (HEAR) Program
 
Note: Before you apply for a rebate, carefully read the information below, especially the terms and conditions in Section 7. Take time to consult someone you trust if you are unsure *before* you hit submit on your application. Understand that when you hit submit, you are electronically accepting the terms and conditions for the rebate, including certifying that you meet the eligibility requirements.
1. PROGRAM DESCRIPTION
The Home Electrification and Appliance Rebates Program is supported with funding from Washington’s Climate Commitment Act. The CCA supports Washington’s climate action efforts by putting cap-and-invest dollars to work reducing climate pollution, creating jobs, and improving public health.

Eligibility for the $6000 Home Electrification and Appliance Rebates is limited to: (1) residents in the state of Washington; (2) with a household income at or below 150% of the County AMI; and (3) who otherwise satisfy all other eligibility requirements including product requirements.
2. APPLICATION DEADLINE
The Home Electrification and Appliance Rebates Program applications opened in September 2024 and are accepted on a rolling basis until funds are no longer available.
3. EXPIRATION OF REBATE CODE
Applicants who receive a $6000 Home Electrification and Appliance Rebates Program code from United Hub have 90 days to apply that code to qualified equipment installation before the code expires. Applicants may reapply if their code expires, and their application will be reassessed at that time based on meeting eligibility requirements and available funding.
4. ELIGIBILITY REQUIREMENTS
• Applicant must own a home located in the state of Washington.
• The applicant's primary heating source for the home is natural gas, propane, wood, or oil. The applicant will need to disconnect the fossil fuel heating source to qualify for the rebate.
• The “home” must be a single-family residence, duplex, triplex, 4-plex, townhome, mobile home, or condominium where the homeowner has the authority to disconnect the previous fossil fuel heat source.
• The installed equipment system meets the following qualifications:
  - New equipment only (this program is not available for installations already completed).
  - All air-source heat pumps must be listed on the Northeast Energy Efficiency Partnership’s (NEEP) Cold Climate Air Source Heat Pump (ccASHP) Product List, or meet the most recent ENERGY STAR Cold Climate product criteria.
 - All equipment must be ENERGY STAR Certified or CEE North Region Certified.
 - All equipment that uses refrigerants must follow the statutory global warming potential (GWP) limits from the Washington State Department of Ecology and the U.S. Environmental Protection Agency (EPA), and where technically and economically feasible, must use low GWP refrigerants listed by the EPA’s Significant New Alternatives Policy (SNAP) Program, or the California Air Resources Board (CARB).
  - The program is open to qualifying products offered through the heat pump distributor partner
• Must meet the household income guideline below:
(150% County AMI, 2024 amounts)

 
5. HOW TO APPLY
Applicants must fill out and return a Home Electrification and Appliance Rebate Application. Applications are available online at https://www.wahear.com/contact.
• Applications should be submitted electronically using the online form. If you do not have access to a computer at home, you may use one for free at a local library or email info@uhub.ngo for assistance in completing the application.
• Please do not mail or email your documents.

Applications will be processed in the order received. Applications will be approved if the applicant submits all required information, is otherwise eligible, and funding is still available. All applicants will be notified about application status via email within seven business days of submitting the application. Approved applicants will receive a numeric code to share with their appliance installer.
6. REDEEMING EQUIPMENT REBATE
Applicants who receive a $6000 Home Electrification and Appliance Rebate code may redeem that code through the following steps:
1. Provide the code to a in network contractor who is a member of the Home Electrification and Appliance Rebates Program.
2. The contractor will advise the homeowner on what equipment qualifies under the program and will include the $6000 Home Electrification and Appliance Rebate directly to a quote with qualifying equipment, making this in effect a “point of sale” rebate.
3. The code must be used within 90 days. This means a contract signed where the rebate is listed, within 90 days of the code being issued.
7. TERMS AND CONDITIONS
If approved for the program, the following TERMS AND CONDITIONS will apply: The Applicant (“Owner”) certifies that all information provided herein is true and correct:
• You are the owner of the home located in the state of Washington and are authorized to approve the installation of a qualified heat pump.
• The home is an existing single-family residence (1-4 units), townhouse, or otherwise approved by the program.
• Your current primary heating source for the home is natural gas, propane, wood, or oil.
• You agree to disconnect your fossil fuel heating source.
• The installed heat pump system meets the following qualifications:
  - New equipment only (this program is not available for installations already completed).
  - All air-source heat pumps must be listed on the Northeast Energy Efficiency Partnership’s (NEEP) Cold Climate Air Source Heat Pump (ccASHP) Product List, or meet the most recent ENERGY STAR Cold Climate product criteria.
